  3. Sprinkle flour over the mixture and stir to coat. Gradually pour in seafood stock and heavy cream while stirring continuously until thickened (about 5 minutes).
  4. Season the filling with garlic powder, onion powder, dried thyme, salt, and pepper before removing it from heat.
  5. Transfer the mixture into a greased baking dish.
  6. In a mixing bowl, combine the Cheddar Bay biscuit mix with shredded cheddar cheese and milk until a dough forms. Spoon dollops of the dough over the seafood filling.
